The next After School Coalition Leadership Team meeting will be held at 8:30 a.m. on Tuesday, March 22, 2005 at the Mundelein Police Department.
Announcements:
State Representative Kathy Ryg made the following announcements: On, February 22nd U.S. Senator Dick Durbin met with members from the After School Coalition. Sen. Durbin serves on the Senate After School caucus. Chief Rose and Alex Marx arranged for the students from the Mundelein After School coalition to present their views on why after school programs are important. Sen. Durbin noted federal funding remains at risk. Fight Crime: Invest in Kids Illinois and the Illinois After-School Alliance will keep the coalition up to date on how this affects state funding. Next week Kathy Ryg will be meeting with the Governor’s budget staff to discuss after school funding. Please encourage your organization and kids who attend after school activities to write letters requesting the funding for Teen Reach and after school programs be restored and increased. Kathy would like to bring these letters with her to this meeting. Copies should also be sent to Lake County legislators, the Governor, and leadership.
Elizabeth Nelson, Lake County in Touch announced there will be several local hearings on the Speaker’s Bipartisan Summit on State Finances and the Budget. The format is the same for all hearings and this is a good opportunity to acknowledge your group’s needs. Dave Husemoller, Lake County Planning, Building & Development reported that on Feb. 23rd, the Lake County Community Development Commission approved the 2005 Annual Action Plan, which allocates the spending of roughly $3.2 million in Lake County Community Development Block Grant (CDBG) funds, $2 million in HOME Investments Partnerships funds and $2 million in Emergency Shelter Grant and Homeless Continuum of Care awards. These federal funds come from the Dept of Housing and Urban Development. It was noted during the meeting the President's proposed budget completely eliminates the CDBG funding, and that this potential loss would have a dramatic impact on services provided in Lake County.
Mary Penich, Lake County Regional Office of Education reported that there is discussion of reducing the number of Regional Offices of Education in Illinois. There is concern that if the number of offices are consolidated, the current services will be strained. If possible, please contact the Governor and Lake County delegation to voice your concern about this matter.
Patti Lappala-Bardell, ISBE EBD Network announced that the Lake County LAN (Local Area Network) and Project PASS are working together to develop a symposium scheduled for September 30th at the College of Lake County to address the issue of truancy in Lake County. More information on this event to follow.
Kathy Ryg attended a leadership meeting in Springfield on PBIS – Positive Behavioral Intervention and Supports. This is a data driven school wide approach to enhance the learning of all students and deal with behaviors which impact a child’s ability to learn. A presentation on PBIS will be scheduled for a future After School Coalition meeting.
Elizabeth Nelson, Lake County In Touch reported she attended a recent meeting of the Illinois Coalition to Stop Underage Drinking (ICSUD). There were several pieces of legislation that the group is currently addressing. Representative Paul Froelich is sponsoring HB844 (previously HB5079 in the 93 GA) to prohibit patrons from being under the legal drinking age. This has been a problem not only in college towns, but also in Lake County. Representative John Fritchey has introduced HB3600 to prohibit the sale and use of Alcohol With Liquid devices. Approval of the By-Laws: Judy Fried, NICASA reviewed the By-Laws with the coalition leadership team. There were several changes suggested by the group and Connie Willegal moved the By-Laws be approved as amended. Lisa Sheppard seconded the motion. By voice vote the by-laws were adopted with one nay vote due to outstanding issues not yet resolved. A copy of the approved By-Laws are attached.
Presentation from District 96: Marie Schalke and Jeannie Spiller from School District 96 presented their district’s survey about after school activities and their correlation to student achievement. Questions were answered after the power point presentation about busing and diversity. The district is currently doing research to see if involvement in after school activities will have a positive impact on students who are currently low achievers. Marie and Jeannie will share the results of their research as it becomes available. A copy of the power point presentation and their questionnaire are attached.
Special Needs Committee – Patti Leppala-Bardell reported that they have received over 200 registration forms for “Tools for Working with Special Needs Youth” conference to be held on Friday, March 4th at the Crowne Plaza in Mundelein. A report of this conference will be addressed at the next meeting.
