The next After School Coalition Leadership Committee meeting will be held

on Tuesday, July 19th at 8:30 a.m.  at the Mundelein Police Department.

Announcements:

 

Loomis Mayfield, Illinois After-school Alliance called in for the day’s meeting reporting there was good news for out-of-school-time programs in the new budget.  He mentioned that

action taken by legislators was sparked by the After School Coalition efforts, and he offered his congratulations.

 

Overall, funding increased for all these activities on individual line items in the budget. A new line item in the ISBE budget called "After School Programs Mentoring and Student Support" was created with a $12.2 million budget and will be used to give Summer Bridges $2 million budget increase after funding had been cut the last few years.  Also, $750,000 cut from Teen REACH in the Governor’s original budget was restored.

 

In 2005, funding was at $42.6 million on the specific line items for Teen REACH in DHS, Summer Bridges in ISBE, and several member initiatives funded out of DHS; however, for

2006, comparable funding for these kinds of programs on specific line items came in at $52.9 million, an increase of 19.5%.

 

Loomis also reported that childcare funding was maintained basically at its FY05 level and $30 million was put into pre-kindergarten services, as the Governor had promised. Cuts that had been proposed for Healthy Families Illinois/Parents Too Soon home-visiting programs and Crisis Nurseries were rejected, and their funding levels were maintained. 

 

Not all of Loomis’s news was good, though. While $750,000 was restored to Teen REACH from the original $2.6 million cut, the Teen REACH budget line is still down by over $1.9 million, or 9.3%, from its FY05 level. He expressed a hope to continue to work for these budget items.

 

Loomis asked the coalition to thank the Governor and legislators for their efforts to increase after-school funding.  Attached is a list of the legislators who took a leading role in working for after school program. 

 

State Representative Kathy Ryg reported that she had received positive feedback from

Senator Durbin’s office regarding his visit in February.  Senator Durbin was impressed with the level of local involvement by our students.  She also reported that the Coalition received praise during both a Children’s Mental Health Partnership meeting and the monthly Lincolnshire Rotary Club’s meeting.  Finally, Kathy reported that during the Lake County Child Care Coalition annual meeting, guest speaker Lake County State’s Attorney Michael Waller mentioned the Coalition as an important Lake County crime prevention program.

 

Connie Willegal, Girl Scouts-IL Crossroads Council announced that they received a $60,000 after school program grant from the State of Illinois.  The funds will be used for girls after school programs in Waukegan and North Chicago.

 

Sali Martin, UCAN reported Local Area Network 35 would be hosting its 3rd annual symposium at the College of Lake County on September 30, 2005 from 8:30 - 3:00.  The keynote speaker will address youth and educational issues, and there will be a resource fair after the symposium.  Last year approximately 200 attended the symposium, which hosted representation from 120 agencies.

 

Presentation:  Dr. Janet Ring, Waukegan Public Schools role-played parent’s reactions to the Waukegan Jesse White Tumbling Program asking Coalition members to react with insights as to the mission of after school work and parent reaction. Dr. Ring stated all members probably have a personal as well as a philosophical reaction to the need for after school programs, but for her, high levels of interactivity between students and adults ground young people and prevent alienation. She also stated her belief that the After School movement has to identify leadership personalities to build the legend of the after school movement and carry it into the future.

 

Report from Strategic Planning Committee:  Mary Penich, Lake County Regional Office of Education announced that the committee is working out the details for the Coalition’s Annual Meeting.  Possible dates suggested were September 15, 16, 22, and 23.   Other items discussed were timing, location, agenda, and action that should be taken before the meeting is to take place.  The committee will be finalizing this information in the next couple of weeks and will send members a “save the date” e-mail.   Detailed notes of the Annual Meeting Plan have been attached.

Lake Park District reported that they are still compiling information from the assessment survey and will present data results at July Leadership meeting.

 

Next Meeting: Elizabeth Nelson will be presenting St. Martin de Porres High School at the next Lake County After School Coalition Leadership Committee meeting to be held on Tuesday, July 19th at 8:30 a.m. at the Mundelein Police Department.
