A.     Underage Drinking Prevention

1.                  Report to Governor’s Alcohol Abuse Task Force – Bruce Johnson gave the group an overview of the IDHS grant received this spring and how it was used by the coalition.  At the last Task Force meeting Bruce shared the coalition’s report (problem and solution priorities that were the result of the April 11th and 25th town hall meetings (website) and press releases (website).  Bruce said they are currently working on a DVD, which will consist of the report, videotape of April 11th town hall and pictures from April 25th.  Bruce indicated that his reporting had a positive impact on the group and as soon as the DVD is completed, copies will be sent to the Task Force (Directors and Secretaries of the State Police, Department of Human Services, and Department of Transportation).

2.                  Bruce also mentioned that at the Task Force meeting the Illinois Liquor Control Commission reported on a pilot program called TrAIL (Tracking Alcohol in IL).  TrAIL is based on a program in California where an investigation takes place when underage alcohol consumption is suspected and an incident results in serious consequences.  The goals are to prevent teens from drinking and driving, reinforce real consequences, prevent sales of alcohol to minors and build a coalition of partners.  The Illinois Liquor Control Commission is looking at three pilot sites in Illinois and they want one to be a collar county of Chicago.  Bruce lobbied for Lake County to be one of the pilot sites.

2.                  Strategic Plan Report – Mary Penich reported the committee met to finalize the Letter of Invitation to the LCASC Advisory Board.  The letters will be sent out from Roycelee Wood on ROE stationery to influential leaders in Lake County who support after school programs.  Liz Nelson developed a Statement of Support which will be included with the letter.  Letters will be mailed as soon as possible.    Also discussed were the suggested bylaws changes to address “Board of Directors” and “Leadership Team” meeting terminology and functions.  After discussion, it was recommended that the committee revisit these changes to reflect opinions and leadership input by non-board members on a consistent basis.  (Statement of Support attached.)
