  1. Update:  Chief Rose reported that the statewide newsletter for Fight Crime:Invest in Kids Illinois will include an article about our efforts in Lake County to offer an After School Summit.  Kathy Ryg included an announcement re: the summit in her legislative update to the Lake County Board and received some referrals for participants.

  1. Program Planning Committee Report:  Judy Fried described the concept of Open Space Technology.  Myrna Torres from Prevention First works with the concept which allows stakeholders to direct the discussion and develop action steps which are documented in a “Call to Action.”  Jay Meyer described his experience with Open Space Technology in a program addressing school safety issues.  He endorses the concept as a way to build partnerships which turn discussion into action.

The format included a keynote speaker to provide background and motivation with a challenge to participants.  Key leaders were present to give very brief endorsements of the process.  A facilitator is used and issues were identified and breakout sessions offered by issue.  Participants chose which breakout they wished to attend and were encouraged to change if that group did not meet their needs.  Discussion in the breakout sessions was documented and recommendations made to the larger group.  Action steps were identified and in some uses of Open Space Technology, a final document is prepared and distributed.  Some breakout groups chose to continue meeting after the initial session for on-going follow up.

For the Lake County After School Summit, the Planning Committee recommends two events – 1. to include the policy makers and keepers of the resources (funding is a critical element) and 2. for the front line staff who will implement any action steps/programs.    The Steering Committee agreed with this recommendation and the use of Open Space Technology.

Discussion was held re: format for the first event.  A keynote speaker will be invited (Sen. Dick Durbin and Jesse White, Tommy Thompson and Rod Paige were suggested).   Panel presenters were suggested including one featuring Lake County leaders and a second with successful program presenters.

Target audiences will build on the invite list for the Gang Prevention Alliance breakfast events.  Superintendents, school resource officers, youth leaders, and community coalitions are also key.
