Meeting Minutes

September 17, 2007

 

Attendance:

I.  Meeting called to order at 8:45 a.m.

 

II. Officer Reports

 

A.     Co-Presidents – Kathy Ryg congratulated Scott Schaefer who recently accepted a position at Libertyville Police Department.  Scott was instrumental in setting up and keeping the LCASC website current.  Future website updates should be sent to Cyndi Peart at the Mundelein Police Department.  Also, Chief Ray Rose thanked Grand Printing in Mundelein for donating the printing of 2000 copies of the LCASC brochures.

 

Rep. Kathy Ryg reported that House Resolution 384, calling for the creation of a Task Force that will develop recommendations regarding a specific line item for after school that is in the State Board of Education's budget, was passed during this legislative session.  However due to the extended session, the Governor has not yet made appointments to the task force nor have funds been allocated for the administration of the task force.  The stakeholders have committed to continuing their efforts with or without a formal taskforce.   

 

 

III. Committee Reports

A. Ad/Hoc – 3rd Annual LCASC meeting – Bruce Johnson updated the members with the action items for the annual meeting that were completed to date: invitations and e-mail invitations sent, website updated, letters sent from Roycealee Wood to the Advisory Committee to confirm renewed support, e-mail sent requesting exhibitors and materials for the folders, and recognition plaque made for Mary Penich.  Items in progress  include:  press release, press invitations, program pamphlet, and comment and evaluation cards. Kathy suggested adding discussion of coalition committees on the agenda for the October meeting, making sure issues are current. 

Bruce then reviewed the timetable for the program agenda.  Registration and Exhibits would begin at 8:00 a.m.; Breakfast at 8:15 a.m.; Program from 8:30-10:30a.m.    Harry Swayne, current Chicago Bear’s chaplain and three-time NFL Super Bowl winner, was confirmed as the keynote speaker.  He will be sharing his experiences, both on and off the football field, with his success to significance message. Pat Garrity reported she had contacted youth participant for the meeting.  Peggy Miller of CLC Judicial Services offered to sponsor the youth participants’ breakfast. Pat also shared the positive comments made by the participants of the Youth Empowerment Summit.  These comments and the pictures taken at the summit will be put together in a power point presentation that will be played during the annual meeting. 

In August, Willard Helander asked Bruce Johnson and Chief Ray Rose to be on her cable show and to give their perspective of the LCASC as well as talk about the upcoming Annual meeting.  The cable show aired during the month of September.

B.  Lake County Underage Drinking Prevention Task Force – Liz Nelson attended the Underage Drinking Enforcement Training Center’s National Leadership Conference  in August and will present conference highlights at the November meeting.

 

C. Illinois Strategic Prevention Framework Grant   Karen Smith reported that the overall goal of this project is to reduce underage drinking in Mundelein and to create a project replication manual that can be used as a resource for other communities.  This project is currently in the “assessment phase.”  Mundelein High School, its three public middle schools, and Carmel High School have all agreed to administer the Illinois Youth Survey this school year, which will allow us to get a consistent baseline as youth self-report their alcohol and other drug use, as well as additional data.  Chief Rose reported that the youth on the Mundelein After School Coalition are actively committed to assisting in all levels of this project, as well as getting the word out through school-sponsored activities that “underage drinking is not o.k.” The Mundelein Police Department and the Lake County Health Department have also compiled other important data to be utilized.  An external project evaluator, Therese Fellner, Ph.D, from Gateway Technical College in Kenosha/Racine, has been retained to lead project evaluation efforts and to serve as a “community coach” relative to the implementation of the Substance Abuse and Mental Health Services Administration’s Strategic Prevention Framework (SPF) process. Because she is not from Lake County, Dr. Fellner will be in a more “neutral” position for evaluation.  Dr. Fellner has significant experience in community-level evaluation, the SPF process, and meeting state and federal grant evaluation requirements.

 

IV. Announcements

A.     Beverly Mull announced that the Zion Benton Library Focus Group after school program would start next week offering help with homework, character development and an open forum to discuss issues bothering children.

 

B.     The Mundelein After School Coalition will be receiving the 2007 Governor’s Home Town Award in Springfield on November 27th.  This award recognizes outstanding and diverse volunteer efforts in the community.

 

C.     Chief Ray Rose announced that the Mundelein Police Department was selected to serve as one of three pilot sites from across the county to represent the small law enforcement category for a national project, Enhancing Law Enforcement Response to Victims – A 21st Century.
